Phase 1. Defining the Plan (May 2017 - August 2018)
During the pre-planning phase, the City has been setting the stage for the planning process by conducting various tasks:
developing the update process,
- Developing a brand identity,
- Hiring sub-consultants,
- Attending over 75 community meetings,
- Collecting data,
- Developing reports: the Land Use, Housing, and Demographic Analysis, the Urban Design Typology Analysis, the Insights Report, and Map Booklets,
- Hosting a Launch Event,
- Establishing the Technical Team and the Advisory Council,
- Collecting 1,300+ email addresses (join the Richmond 300 email list), and
- Launching this website, Facebook page, and Instagram account.
This phase is critical to the Master Plan as it familiarizes everyone with the process and builds credibility.
Phase 2. Developing the Plan (September 2018 - January 2020)
Plan Development is when the content of Richmond 300 is created.
During Community Consultation #1: Visioning (Sept-Oct 2018), we asked the community for their vision for Richmond in 2037 and big ideas to get there. We summarized all the input we received in this Community Consultation #1 Report. Based on this input, we are developing one communal vision statement and several goals.
The Advisory Council established five Working Groups. The Working Groups will develop strategies and actions to reach the goals during meetings in March-July 2019.
The draft goals and strategies will be presented for community input during Community Consultation #2: Recommendations (Sept-Oct 2019). Afterwards, City staff will incorporate community feedback and write the draft Richmond 300 document.
Phase 3. Refine and Adopt the Plan (February 2020 - June 2020)
After City staff write the draft plan, it will be shared during Community Consultation #3: Draft Plan (Feb-March 2020) for public comment and feedback. City staff will reconcile comments and develop a the final plan for adoption by the City Planning Commission and City Council.
Phase 4. Implement the Plan (July 2020 - 2024)
Upon adoption of the final plan, city departments and stakeholders will implement the recommendations outlined in Richmond 300. Five years (or so) after the adoption of the plan, City staff will review the status of the recommendations and establish a process to update portions of Richmond 300, as needed.

- Engage a representative cross-section of the public and City staff to articulate a shared vision and framework for the city’s development
- Coordinate content from various completed plans and plans currently underway
- Create the foundation for a more predictable and transparent review process
- Recommend potential rezoning, capital expenditures, planning and policy initiatives, and other implementation measures to further goals articulated in the Master Plan update
- Create a mechanism for enhanced inter-departmental collaboration to meet plan goals
- Establish metrics to track progress toward goals
- Deploy new strategies for reaching constituents that have traditionally not been engaged
- Use data and analysis in clear, understandable formats to inform public dialogue
- Use plain English to explain topics (avoid jargon)
- Develop a civic infrastructure that can live beyond the Master Plan update process and be leveraged in future planning and community development efforts
